A missing DNS CAA (Certification Authority Authorization) record means the domain's DNS zone has no record specifying which certificate authorities are permitted to issue TLS certificates for it. Without one, any publicly trusted CA can issue a certificate for the domain if it passes standard domain validation, since CAA is opt-in.
